Is there any index which measures the effectiveness. Reason I am wondering is that because I believe that if both consumers & producers are ok with consumerism, then government can’t do much.
Hey, I haven't seen any report or data that shows whether consumerism is down yet and to be honest, I think its too early to see any impact. On the role government can play, while I agree that consumers and producers are key player the government can certainly nudge behaviour in a certain direction. They can do this mostly through financial incentives - penalties, taxes / tax breaks, and bans in extreme cases. Examples: Last year France banned flights on routes where a train journey < 2hrs was available.
